He used this heinous tactic to scare rest of the country.

In late 18th century Amir Abdur Rahman Khan, known as “iron Amir (king)” in order to extend his power to every corner of Afghanistan, he massacred tens of thousands of Afghans, especially; Hazaras who live in central Afghanistan. One of his atrocity tactics was to make minaret from the heads of slaughtered men, women and children to scare rest of the people.
